In this book, written in association with a study group of the Council on Foreign Relations, Mr. Moore analyzes the strategic dilemma of NATO and outlines new and vigorous policies which the United States and Britain must adopt if Western Europe is to be equipped in time to face down the Soviet missile threat. To survive, Europe must go forward from economic unification to build a new strategic unity. The author, now Associate Director of the Twentieth Century Fund, has had long experience in policy-making and negotiation. The foreword is by William C. Foster, formerly head of the Economic Coöperation Administration and Deputy Secretary of Defense.
