The operation of the European Coal and Steel Community provides Professor Haas with the material for a first-rate study that has wider implications. He is concerned, for instance, with the ways in which "integration" takes place, the extent to which a supranational community develops through the activities of pressure groups that cut across national lines, and how national policies are influenced by the process. The material he has gathered on the rôle of industry and labor in the workings of the Coal and Steel Community, on the interplay among governments and between governments and the High Authority and other organs of the Community is largely new and of the utmost interest.
