A very thoughtful essay on international politics with particular attention to the question of the applicability or inapplicability of traditional concepts to present conditions. After providing an analysis of the modern state system, the author turns to the effect of "bi-polarity" and the new weapons upon this system, and concludes with some sober observations about the future--a plan for a "holding operation" and the need for a "universalist approach" to the whole problem.
