This careful, admiring study began with the friendship and conversation between Professor Robinson and its subject, and continued with unrestricted access to the Hoover presidential papers. Hoover believed, as do the authors, that his most important contribution as President was "to protect and defend constitutional government." The times are ripe. The book deserves to be well received.
