The author argues that recent developments in Europe show that traditional government institutions are no longer adequate in a world of technological-industrial revolutions and supranational communities. He suggests that what is needed is a new form of "centripetal politics"-in which representative government will exercise its functions in partnership with the "new centres of power" (corporations, trade unions, and the like).
