After a summary history of the "Polish problem" in World War II and the question of the Oder-Neisse line in the Adenauer era, Kulski gives in detail the story of Brandt's Ostpolitik and the struggle over ratification in the FRG of the treaties with Moscow and Warsaw. He deliberately omits discussion of the role and policies of the GDR.
