Written by a long-time observer and participant in the activities of the International Committee of the Red Cross, this analytic study/memoir reviews the role of a unique private organization whose humanitarian relief operations have made it a central participant in international and civil wars as well as in the administration of disaster relief. The book suggests reforms and modes of liaison with other organizations which should be useful to those currently involved in renewing the ICRC.
