Part of the American Foreign Policy Library series, this careful study deals with a country which, as the author candidly notes, "has never loomed very large in American eyes, nor is it likely to do so soon." The Ne Win dictatorship does have the distinction of being the most inefficient in the world, but this is no bad thing in a dictatorship.
