If the debate on "Finlandization" is going to continue, it is well to have at hand this accurate portrayal of Finland's position, which permits on the internal front a parliamentary system (though with a recognized Soviet search for allies within it) and in foreign policy a growing capacity to serve Finland's interest in a multilateral framework (though within basic limitations set by geography and Soviet power).
