The author speaks with authority, having been French Ambassador to NATO (1970-1975) and previously intimately involved with the political aspects of France's force de frappe. Now retired from government service, he defines with knowledge and subtlety a French policy which, without giving up independence of decision-making authority, would permit closer cooperation within the Atlantic Alliance and increased momentum toward a common European defense.
