In foreign affairs they see the greatest dangers in the Middle East, Eastern Europe and Korea, and call for a high but more efficient level of defense capability. Economic efficiency is the principal plea in domestic affairs. This volume replaces the annual analyses of the President's budget which have been a Brookings feature since 1970.
