While many persons argue that nongovernmental groups now wield unprecedented international influence, few have studied in detail whether and how transnational forces really work. Using previously unexamined records, Godson provides new insights and evidence on the AFL's activities in Europe, and especially France, in the late 1940s. His more general judgments on the effectiveness of the AFL's international operations or on the historiography of post-World War II are, however, not entirely convincing.
