An interesting study based on a broad range of sources, intelligently selected. The author emphasizes the differences between what he calls "cosmopolitans" and "provincials." The former were hopeful about the future of Soviet-American relations, the latter were less informed and more suspicious. Roosevelt was a cosmopolitan; Truman a provincial.
