After examining the strategic interests of the superpowers in the Indian Ocean, the role of other external actors, the perspectives of the littoral states and scenarios for possible conflict, Tahtinen comes down in favor of Soviet-American negotiations on an agreement limiting naval presences. A timely study, given the recent agreement to set up a U.S.-U.S.S.R. working group on this subject.
