As the subtitle indicates, this is a case study of local government and politics in a single provincial city. It is of real interest because we have so few studies of this kind, but it has nothing on the nationality question or whether "Moldavians" have any political role at all in this "typical Soviet town" in the Moldavian S.S.R.
