A useful but uneven collection of essays. The highlight is Passin's essay on the Japanese attitude toward nuclear weapons, the most thoughtful piece yet written on the subject. After analyzing the reasons behind the contemporary Japanese consensus against nuclear rearmament, Passin considers the factors that might favor or inhibit such rearmament in the future. Overholt also issues a timely warning about the possibility of proliferation chains in northeast Asia from Taiwan to Korea to Japan and in south Asia from India to Pakistan to Iran.
