Although this volume helps fill the enormous gap in analysis of contemporary Burma, it lacks depth. The author avers that those who see the military as modernizers will find that a study of Burma brings that proposition into serious question. But he does not go very far in helping to explain why the Burmese regime of "socialist-soldiers" has been so ineffective.
