This comprehensive and discerning account of American policy and diplomacy from the Six-Day War to the election of Carter has the added advantage of being an inside story for those years (1972-74) when the author served on the NSC staff (where he is again now serving). Chasing down the facts and permitting himself occasional interpretations and judgments, he sets a standard against which other accounts past and future should be measured. Despite all the disappointments, risks and difficulties he sees a continuing major role for the U.S. as necessary, indeed inevitable.
