Khachaturov describes the Soviet economy in the stage of "developed socialism" as it proceeds onward and upward on the basis of the decisions of the 25th Party Congress in 1976. His is a useful summary of official views and plans, with statistics. Mehta, an Indian scholar and journalist, contributes a balanced but somewhat thin study of one aspect of the Soviet economy, income policy.
