The author and Lt. Gen. Brent Scowcroft add their analysis to the lengthening list of warnings of a trend toward Soviet military predominance. The sweep of the study is global, but its emphasis is on political and military, rather than economic, aspects of security. The major danger is seen to be Soviet exploitation of military superiority for political purposes. The policy recommendations are highly generalized, but responsible.
