These two books reflect continuing Indian interest and concern with the policies and military presence of the superpowers in the subcontinent and Indian Ocean area. Banerjee's conceptual study is less notable for concepts than for its relatively benevolent characterization of Soviet policy. Singh's study adduces many facts, interprets them rather freely, and points its arguments toward the goal of an Indian Ocean community not including the big powers.
