A strong collection of essays on relations among Asian states. Robert Scalapino, in an interesting overview, concludes that a new "balance of weakness" is emerging in Asia. It results from the weaknesses of each of the major powers: the Soviet Union, China, the United States and Japan. But he is cautious about whether this "balance" leads to stability or confrontation.
