New Means of Financing International Needs
New Means of Financing International Needs
By Eleanor B. Steinberg and Joseph A. Yager
Brookings, 1978, 256 pp

International public finance is an underdeveloped area. Judging that the international system will need more revenue in the future and should not be entirely dependent on national budgets, the authors explore a variety of possible sources of revenue. Their preference is for a general tax on international trade and charges on polluters; ocean mining proceeds are for later.
