Like most serious works before it, this study finds economic sanctions not very effective in changing a country's behavior. The particular elements of failure in the Rhodesian case are given as: exaggeration of Rhodesia's vulnerability, overt and covert gaps in the embargo, inadequate supervision and enforcement, and lack of compensation for countries damaged by the U.N. measures.
