This is an updated new edition of a significant work published in 1974, reflecting the evolution of recent years. The author notes the increased political and economic influence of the Soviet Union, and the absence of any substitute for it, concluding that dependency will continue. Institutionalization and professionalism will grow. Vested interests render unlikely any return to the earlier radical idealism and mass mobilization.
