This book shows with admirable scholarship that the division of Germany, a fait accompli by early 1947, was, on the American side, the result of "disjointed incrementalism" rather than a grand design as some revisionist historians claim. The author emphasizes the influence of historical perceptions. He was a member of the American military government and later a Foreign Service officer in Germany.
