The great merit of this study is that it analyzes soberly the many constraints on China's oil development and comes to the conclusion that China is not the potential oil giant that some writers have contended it is. In fact, says Hardy, China in the 1980s could well find itself more in need of development capital from Japan and the U.S. than those two nations are in need of oil from China.
