A Balance Sheet of the Quadripartite Agreement on Berlin

The second volume of a two-part study of the Quadripartite Agreement of 1971 (the first volume was noted in Foreign Affairs, April 1978), and, like the first, more in the nature of a preliminary assessment. Half of the book consists of a close analysis of the implementation of the Agreement, and particularly of some of the unresolved disputes that remain (on the nature of West Berlin's ties to West Germany; on the maintenance of four-power status); the other half contains the text of the Agreement and a selection of related documents.
