This is one of two concluding volumes to a series of most valuable studies of the trade policies of developing countries. While no shorthand can do the work justice, and national variations are significant on many different issues, the conclusions drawn by Professor Bhagwati of MIT emphasize the superiority of policies that promote exports over those that protect domestic production to substitute for imports.
