No one doubts that the personalities of leaders influence the decisions they make. But the author, using questionnaires answered by middle-ranking officials and secondary accounts of the behavior of high officials, claims a very large and dangerous role for "personality intrusions," especially in decisions involving the use of force. Provocative but unconvincing.
