A very skillful analysis of the civilian-military interaction and the bargaining process on defense budgets during the Eisenhower and Kennedy-Johnson periods which endeavors to shed light on how Presidents seek to persuade the bureaucracy to comply with their policies. Though slim and succinct, this book is intellectually weighty and will be long-lived.
