Campbell, an Australian economist, emphasizes scientific research and better application of known technology as the keys to providing enough food for the world. His analysis of the constraints-not least, governments-is systematic and interesting. McClintock, an American Foreign Service officer, also reviews constraints but his emphasis is on the factors standing in the way of shaping a sensible U.S. policy toward one of its greatest resources. As his judgment seems good, his hopes are restrained.
