Both books seek ways to retard nuclear proliferation by controlling or altering the nuclear fuel cycle. Rochlin's is the more politically sensitive. His proposal for an international regime for the management of spent fuel and the disposal of reprocessing wastes is no longer original, but it is presented in a comprehensive and knowledgeable manner.
