In an unusual step, the GATT secretariat has published a most useful history of the Tokyo Round when it is barely over. Issues are explained, approaches and the sequence of events recounted and positions described (though not always who took them). The results are given in some detail with statistics on some of the most important tariff reductions. Some of the data are incomplete and some preliminary, and others will, of course, add to the analysis later on. There is nothing indiscreet here but there is also no propaganda or obfuscation; a valuable product.
