Although there is some general discussion of intervention, which runs into problems of definition and of generalization from specific cases, the bulk of this volume is devoted to topics such as the transfer and use of conventional arms and nuclear proliferation in the Middle East. The level of the individual papers, most of them written for a conference at Cornell University in 1977, is uniformly high.
