This first history of ACDA fills a lacuna in the literature. Comprehensive and balanced, the author is sympathetic to the aims of arms control while realistic in assessing the agency's limitations. ACDA's role and effectiveness have differed under each of its directors and within each administration; the politics of this situation are perceptively sensed in this interesting and valuable study.
