The author characterizes his perspective as "conservative," and the serious consideration he gives to the value of Transkeian sovereignty does distance this commentary from most non-South African analysis of this issue. On balance, however, Stultz is both highly knowledgeable and determinedly objective. He cites a few modest gains, largely in terms of the abolition of apartheid, for the people within the territory, while emphasizing the unworkability of this form of partition, given the extreme proverty of the black areas vis-à-vis the white.
