As John Holmes observes in the foreword, the literature on Canadian-American relations is long on polemic but short on solid description. This competent book, by the author of the standard history of the St. Lawrence Seaway, is thus much needed. It deals with the International Joint Commission (established in 1909), fishery commissions, and defense organizations beginning with the Permanent Joint Board of Defense established in 1940.
