An admiring account of Kissinger's Middle East diplomacy and a guide for his successors, stressing not so much the former Secretary's personality and diplomatic skill as his concern for process and momentum, and for changes in the parties' perceptions as the avenue to step-by-step settlements. Brown's background in public service is largely in the Arab field, and his analysis of Arab perceptions is particularly apt.
