Despite its careful documentation and use of both Soviet and Western source material, this history of arms control negotiations is a one-sided account of the efforts of the superpowers and their respective allies to curtail the nuclear arms race. As this book tells it, Moscow has long been, and still is, the champion of nuclear disarmament, only to be thwarted by the irresolution and sometime deviousness of the United States and its Western allies.
