It would be difficult to assemble a more illustrious team of Western experts (Erickson, Laloy, Hyland, Legvold, Dallin, Machowski, to name some) to estimate what is to be expected from the U.S.S.R. in the coming decade. If there is a major theme in their all too brief essays, it is, as Christoph Bertram states in his introduction, that the problems facing the Soviet leadership are formidable and, at the same time, unlikely to produce major changes in Soviet policy.
