Soviet analysts-among them General Mil'shtein, who knows the subject well, although that is not always clear from this book-describe the concepts of U.S. defense policy, stressing the two contradictory tendencies now standard in Soviet interpretations: one aggressive, the natural consequence of the class character of the American system; and the other based on objective conditions of international life favoring limitation of arms and peaceful coexistence with the U.S.S.R.
