Should the MBFR negotiations on force reductions in central Europe, which have dragged on since 1973, be continued? Clearly the Reagan Administration and the European allies will now have to consider this question. Both authors here give a qualified "yes." In somewhat similar recommendations they call for a new approach based less on actual reductions than on restructuring forces and developing confidence-building measures so as to forestall a surprise attack.
