A work of competent historical analysis, such as this study centered on Chile, Cuba, Mexico and Venezuela, can illuminate current phenomena in unexpectedly helpful ways. The central question here is: why did some colonies rebel early in the last century while others did not? The answer is found in sociological rather than economic factors-the relations among ethnic groups or between elites and local governments.
