In a political biography containing much interesting material, the author considers Stroessner's background, his qualities as a caudillo, the political machine known as the Colorado Party, and the political opposition. Despite Paraguay's rudimentary technical development, there has been a degree of modernization under Stroessner, with the result that "the old cynical caudillo politics of the past, which produced Stroessner, may have been rendered obsolete by his administration."
