A Soviet expert on America and on arms control summarizes fully and quite fairly for Soviet readers the development of American thinking and policy on nonproliferation of nuclear weapons, from the 1950s through the 1970s. He finds the importance of the problem continually recognized by all administrations, but the results severely limited because of entrenched general policies on nuclear arms, the persistence of the cold-war mentality, and failure to take up enlightened Soviet proposals for détente and cooperation in the whole field of disarmament.
