The French politician and journalist believes that OPEC will force the industrial countries to transfer the most advanced technologies to the developing countries and that Japan has detailed plans for becoming a computer society. Europe and North America should follow both leads because that way they can avoid economic catastrophe and let the developing countries skip over the slower stages of growth. Unfortunately, there is less hard analysis to sustain these challenging ideas than exhortation, dramatization and somewhat personalized history.
