The central focus here is on the conflict between Venezuelan dictator Pérez Jiménez and Betancourt, the rise and fall of Pérez, his extradition and his Supreme Court trial. Pérez, seen as an apolitical technocrat, wanted economic development without social change, while Betancourt wanted to replace the old caudillo personalism with institutionalized political democracy.
