This is one of the most thoughtful and comprehensive accounts of contemporary Japanese foreign policy yet published. Tsurutani, a political scientist at Washington State University, analyzes Japanese conduct in the postwar period, Japan's defense policy, and its relations with the other major powers in East Asia. He ends with a plea for Japan to take on the responsibility that inheres in its growing power: "Power whose responsibility is evaded becomes ultimately as dangerous as power that is abused."
