Eugene Propper was the Assistant U.S. Attorney in charge of discovering and prosecuting the murderers of exiled Chilean diplomat Orlando Letelier and his American co-worker in Washington in 1976-a grim act of terrorism already the subject of two previous books. Propper and his coauthor inundate the reader with details, but they do not solve the problem of how to take a reader into a labyrinth without leaving him confused.
